Where possible, issue the same drawings, specification, schedule and tender clarifications to every contractor. Different information produces different prices.
Two quotations can show very different totals while covering different scopes. A fair comparison means normalising what each contractor has included, excluded and assumed.

Identify provisional sums, prime cost allowances and uncertain quantities. These can move later, so do not treat every line as a fixed final cost.
A lower quotation may exclude scaffolding, decoration, external works, temporary protection, waste, specialist testing or other items included by another contractor.
Check whether figures are stated inclusive or exclusive of VAT and compare the same basis across all quotations.
Separate products you intend to purchase directly from the contractor's installation cost. Clarify who takes responsibility for delivery, storage, damage, warranties and coordination.
Price is only one dimension. A realistic programme, appropriate management and clear resource plan can materially affect disruption, risk and final outcome.
Differences can come from scope interpretation, exclusions, labour assumptions, overheads, provisional sums, programme, specification quality and risk pricing.
It is an allowance for work or cost that cannot yet be fully defined. The eventual amount may change once the scope or supplier price is known.
If material assumptions or scope differences have been identified, a clarified or revised quotation can make the final comparison more reliable.
